1-1.   Number of airports where WGS-84 data are completed

JICA conducted WGS84 survey of Vientiane and Pakse Airport with verification of survey data using long baseline analysis. The survey of Luang Phabang Airports is planned in 2013.

WGS-84 database has been established with LATM.

WGS84 coordinates for all 4 international airports have been surveyed, verified and published in AIP. DCA will have developed WGS-84 survey plan in cooperation with NGD for all 7 domestic airports.

1-2.   Number of PBN flight procedures that design is completed

13 PBN flight procedures (SID, STAR and IAP) for Vientiane Airport (Phase 1) were designed. Additional 4 procedures were drafted for Vientiane Airport. Approximately 25 flight procedures (SID, STAR and IAP) for, Pakse and Luang Phabang Airports are planned to be designed in 2013.

In accordance with the current Lao PBN Roadmap, RNAV1 SID/STAR, RNP APCH, RNP1 SID/STAR and if required RNP AR APCH will have been designed for 4 international airports (Vientiane, Luang Phabang, Pakse, Savannakhet) and 3 domesticairports (Xiengkhouang, Oudomsay and Luangnamtha) by 2015.

1-3.   Number of PBN flight procedures that flight validation is completed

The flight validation for Vientiane Airport is planned in June 2013.

Flight validation will be conducted for all flight procedures in 1-2.above.

1-4.   Progress of development of standards for PBN operational approval

DCA completed update of PBN Operational Approval Handbook in September 2012. Application of PBN operational approval by Lao registered aircraft operators has started, and DCA granted certificates for 3 aircraft by March 2013.

3 operators registered in Lao PDR will have received PBN operational approval.

1-5.   Progress of establishment of PBN flight procedures

 

 

a)   Number of airports where PBN procedures are implemented

Nil. PBN flight procedures for Vientiane Airport (Phase 1) will be implemented in September2013. PBN at Luang Phabang Airport is planned to be effective in December 2013.

4 international airports and 3domestic airports

b)   Number and types of PBN procedures (SID/STAR/APCH) which are implemented at airports

Nil. Approximately 20 each procedures including RNAV SID & STAR and RNP APCH for Vientiane and Luang Phabang Airports in 2013.

 

Flight procedures in 1-2. will have been implemented and published in AIP in accordance with Lao PBN Roadmap.

c)   Number of RNAV/RNP routes which are implemented for en-route

Nil. 5 Upper ATS Routes will be designated as RNAV5 subject to coordination with adjacent FIR in 2013.

15 Upper ATS Routes will be designated as RNAV5 subject to coordination with adjacent FIR.

1-6.   Number of flight procedure designers capable of producing PBN flight procedures

2 DCA and 2 LATM designers completed training under the JICA Project, and can conduct PBN flight procedure designs except advanced level designs. They were appointed as PBN designers by DCA. The Project will start training on advanced level design such as APV/Baro-VNAV and RNP AR APCH in 2013.

1 DCA designer can conduct oversight of flight procedure designs.

3 DCA and 5 LATM designers can conduct PBN flight procedure designs at advanced level.

1-7.   Number of flight validation officers capable of conducting PBN flight validation

DCA appointed 2 flight validation officers. JICA conducted Flight Inspection/Validation Training in January 2013. DCA will review the current appointment and qualification of flight validation officers after the training in Japan in August 2013.

DCA will have developed and published a manual of flight inspection (calibration) and validation for PBN procedures.

Lao PDR may establish regional cooperation mechanism with Cambodia and Vietnam to use flight inspection services of Vietnam ATTECH.

1-8.   Number of flight standard officers capable of developing standards for PBN operational approval

DCA have 2 flight standard officers capable of developing and updating the standards for PBN operational approval.

DCA will have 3 flight standard officers capable of developing and updating the standards for PBN operational approval.
