Review of the PBN Roadmap

Three countries will, from cost-effectiveness viewpoint, review PBN Roadmap and update the number of airports where WGS-84 data should be surveyed and PBN procedures be implemented in the target in December 2015.

PBN Implementation in the En-route Phase

Noting that there are certain difficulties in coordination with all the countries involved in new PBN routes for international operations as well as uncertainty of airlines readiness (PBN approved aircraft rate), TF-1 of three countries are tasked to identify city-pairs among 3 countries where PBN (RNAV5) could be implemented first.

PBN-related training

Vietnam proposed JICA to organize advanced procedure design training, recurrent training, and instructor training for PBN to ensure the sustainability of the capacity of PBN flight procedure design after the Project. Three countries should ensure that suitable flight procedure designers participate in the advanced PBN training in 2013, and recurrent training and instructor training to be organized by JICA in 2014.

Flight Inspection and Validation for PBN, and RAIM Prediction Information Services

Recalling that RJCC/1 already concluded that three countries would consider using Vietnamese ATTECH company as a potential flight inspection and validation service provider, taking into account competitive service fee, RJCC/2 noted the plan of ATTECH and welcome their offer to extend flight inspection / validation services to Cambodia and Lao PDR in 2014 or later. Three countries will continue coordinating the matter through TF-1 Leaders/Members. Three countries will also consider using RAIM prediction services by ATTECH when available.

Procedures, Guidelines, Manual, Handbook on WGS-84 Surveys, SMS and ANS Safety Audits

Recalling that RJCC/1 already identified the development of regulations and technical guidance concerning WGS-84 data survey and data management as one of common challenges and problems in 3 countries, three countries will continue working with JICA Experts to develop regulations and technical guidelines on WGS-84 survey management. Three countries will also collaborate with JICA Experts to develop the technical guidelines for SMS and ANS safety audits.

c) Three countries will work with JICA Experts in developing PBN-related regulations, procedures, technical guidance.

 

d) Three countries will develop airport specific PBN implementation action plans, using the template prepared by JICA Experts, as a common tool to manage and monitor PBN implementation in three countries.

 

e) Three countries will develop State PBN implementation plans in harmonization with the ICAO APAC Regional PBN implementation plan as soon as possible.

a) The level of development and implementation of SMS in air navigation services varies from country to country.

 

b) Limited availability of guidance materials in safety management in air navigation services.

 

c) Lack of experiences and human resources in the respective authority to develop SMS-related regulations, procedures, technical guidance and manuals.

 

d) Implementing ICAO USOAP Corrective Action Plans in a timely manner.

 

e) In Lao PDR, the number of air traffic controllers of LATM was below the level of requirement and was considered as deficiency; however, LATM has been increasing the number of controllers to meet future demands.                  

Actions

potential

solutions

a) Three countries will identify those officers who attended safety management-related events, such as seminar, workshop and training, with a view to utilizing internal resources and their knowledge and information, and accelerating SMS implementation. Additional information of training records of TF-3 members in SMS should be considered.

 

b) Three countries will share SMS materials, which each country has developed and/or obtained, among three countries.

 

c) Three countries will establish the focal point to exchange experiences, practices and materials relevant to SMS among three countries.

 

d) JICA Experts will seek cooperation with the Philippines and other countries, if any, for sharing experience and materials in SMS with the Project.
